When I did this, I wanted to use as few texture pages as possible. I modeled out the high polys on a plane, baked the normals and AO, made the ID map in Photoshop, textured them in Substance Painter and THEN modeled them out separately in 3DS Max. I imported everything into Unreal 4, where I made the scene, did the lighting, post processes and rendering.
